Public policy should be designed to empower local actors and provide them with the tools to address public challenges.

The challenges we face today are of an incredible magnitude and manifest themselves in different ways across contexts.

Public policy decisions need to be based on a clear understanding of what is going on at the local level. Even more than that, public policy should be designed to empower local actors and provide them with the tools to address public challenges.

Implementing methodologies for shared learning and decision-making is about making sure that the right conversations are being held. It is about letting divergences and trade-offs emerge. It is about making everyone comfortable with disagreeing before an agreement can be found.
