Governance
Understanding the governance of a policy process is like navigating a territory: we need a map if we want to move around it.
If we look at the press, public decisions appear quite simple. It is easy to understand what to do and to identify a culprit pretty immediately when things are not right. Reality, for good and for bad, is more complicated and the chain of decision making is complex: there are multiple actors, multiple objectives and multiple agendas at play.
The best analysis, participatory methods and monitoring & evaluation systems, will yield no results in terms of decision making, if they are not engrained in the appropriate governance system.
